Possession and use of chemical substances at a facility often trigger environmental obligations besides the regulation of air emissions (Clean Air Act), the regulation of wastewater discharges (Clean Water Act) and the disposal of hazardous wastes (RCRA). This class covers the obligations of a facility under the Emergency Planning and Community Right to Know Act four regulatory programs that govern manufacture or use of chemicals, the obligations of a facility under the Toxic Substances Control Act with respect to acquisition, manufacture and use of chemicals, the requirements for providing hazard communication for workers with respect to such chemicals under MSHA and OSHA, and the obligations that must be planned for with respect to chemicals handling under the Comprehensive Environmental Response, Compensation and Liability Act (also known as Superfund).
